That's true. On the other hand how many white people are there in 80/20's? There are plenty of white people in NYC but yet some government departments are disproportionately Black/Latino. Just like there are plenty of blacks/Latinos in yet some government departments (e.g. FDNY) have very few.

The majority of people I've heard of in the 20 part were Black and Latino. The one white Persian I know in an 80/29 was on an AIDS welfare program. If you're income goes above a certain level when it is time for you recertify you will have to move out. So 80/20s are for those low income people who have varying degrees of welfare subsidies. My evidence is mostly anecdotal, but I'd say from what I have seen it suggests you're right. 80/20 was an attempt to integrate on the basis of both race and socioeconomic class.
I know a Caucasian woman who lives in an 80/20, on the 20 side of things. I'm sure she's not the only person who does. I don't understand why people automatically assume "low income = minorities." I'm Caucasian and have always been struggling to live here. If you come to the city for study or work in the arts, you struggle to make ends meet. A lot of actors, artists, musicians live in subsidized housing, rent-stabilized, and 80/20 buildings - and many of them are Caucasian.
