Taxes are there to provide services to the city/schools/state.
If you can no longer afford those, even with the exemptions the elderly receive, it's questionable if you're in the right place.
Most can sell if they are property owners and retire out elsewhere cheaper, or use their sale money to fund their final years in an assisted living center in coordination with Medicare.
