There are social problems in every little corner of the planet. Even the most Norman Rockefeller-esque small town will have drug addiction, social alienation and poor morals beneath the surface.

In terms of strictly crime and ghettoness, basically much of Manhattan, Brooklyn, and Queens are pretty good in that regard. Avoid eastern BK, much of the Bronx and Far Rock, Qns.
