This is all about tax revenue and rightly so. Dog walking/ pet sitting is a large business in NYC.

WHat is going to be outlawed is running a KENNEL in a provate home without a license. Dog-walkers need not worry.

Don't know why the city is suddenly waking up to this; in apartment dog sitting or whatever you want to call it has been going on for years. Know someone who has been doing it for > twenty.

Well, NYC/NYS "woke up" to nail salon businesses and employees after years of being ignored. Now nail salon workers need to take a couse and be licensed.
