The east side of Manhattan because it is in proximity of the ocean.

Expensive DUMBO has some of the worst - surrounded by two major bridges and the BQE. Its been measured and its awful.

I'm sure you could come up with at least three dozen or so other neighborhoods in this city that are dumpier. Plus air quality and flooding are separate topics.

The place looks like a dump and is surrounded by swamp land with JFK nearby with planes *constantly flying above*. Cannot see how the air quality would be great. Now Neponsit or Breezy Point makes sense. Those are upper middle class areas that generally see little traffic and are *away* from JFK.

From worst to best air quality by boro I'd rank it as:

Manhattan

Brooklyn
Staten Island

What does flooding have to do with air quality? Plus I posted a government link that measures air quality in NYC. NYC overall has good air quality because we sit on the ocean. So if you want to be ignorant about it, be my guest.
