Are the apartments even metered ? Lots of NYC buildings, including some co ops, include either gas or electricity or sometimes both in the rent or maintenance simply because there are no meters for the apartments.
...because it's included in the rent? I don't live in NYCHA and don't pay for gas in my current apt. I assume that the landlord/management bakes into the rental rate.
Prevailing theory is that the "poor" in NYCHA buildings would run up bills that they couldn't afford to pay.
Sad thing is why Bill deBoob and city council are running around sticking their noses into private landlord affairs, including mandating all sorts of energy schemes, NYCHA residents consume (and waste) vast amounts of the stuff.
If you do some research, it appears that NYCHA pays ConEdison for the use of their electric. I'm sure a portion of a tenants rent contributes to that somehow. I think they also charge tenants extra for air conditioners and washing machines. Not much but like $5-10.
