Flstbush is a Caribbean black area while Washington Heights is Dominican. Not sure if you care but if you do Flatbush might feel better.
Also 1655 Flatbush is in a more pleasant and much quieter area than That area in Washington Heights!
it means people won't be blasting terrible dominican music out their windows 24/7 all spring and summer, stopping everyone from sleeping, like in the heights

That commute from flatbush will kill you and the heights have more night life, bars and restaurants. so I dont know and flatbush is not that quiet ether and gun fights are common. the A express to downtown is 25 minutes from flatsbush is local until Franklin ave. I think you are being ill advised
I'd go with Flatbush if I were you. If you're not sure then go visit each neighborhood at different times of the day/week to see for yourself.
