Did Northern Staten Island become mixed with African Americans through the great migration of migration within NYC?
What kind of question is this? The black population on Staten Island isn't that big to begin with. Even on the North Shore it's maybe 10% tops. Hate to say it, but a lot of the blacks are concentrated in the housing projects, which are mainly on the North Shore, which is one reason their population there is bigger. You do have some black homeowners on the North Shore as well, plus you have the African migration that has set up on the North Shore.

The North Shore does not have a large black population. Maybe 10% tops and that is mainly concentrated in NYCHA. That is not exactly "large" to me in comparison the city overall.

10 percent is statistically significant. You do t have to be a majority to be statistically significant. Depending on the context 1 percent can be statistically significant.

Interesting I’ve seen some census tracts that are more than 10% black that we’re not in public housing. Staten Island overall is 10% black but when I’m in North shore the area feels much more than 10% black plus they have their own mini African American festival that takes place around the same time as the African American day parade in Harlem!

Well that depends on where on the North Shore you're at. West Brighton has a sizable black population, and it's a mix between NYCHA and homeowners, but above Forest Avenue, West Brighton's black population is much smaller (the housing costs and income shoot up in parts substantially). They also have a sizable population in Port Richmond and have been there for some time. When Port Richmond was whiter and when white flight occurred there, a lot of blacks started moving in. Nevertheless, the North Shore has most of the NYCHA developments on Staten Island, and their population can be sizable in those areas:
Arlington/Mariners Harbor
New Brighton
Tompkinsville
Stapleton
West Brighton
And the area around Targee Street and Jersey Street come to mind with sizable black populations
The area on Victory below Cebra has a sizable African population as well

Staten Island never had a large AA/Negro population, and it is actually getting smaller IIRC. While the borough was one of the first to have slave holders, you also had Sandy Ground which was one of the first "free" AA communities in the country at the time.
As have said repeatedly, much if not all the North Shore towns people today associate with blacks, back in the day were largely if not totally white. This was right up through the 1950's and even 1960's. Saint George, New Brighton, West Brighton, Port Richmond, Mariners Harbor, Graniteville, etc... all were largely white/European (Italian, Irish, German, etc...).
Blacks began coming to SI in number same time mostly everyone else did; after the VNB was opened and other means of transportation made things easier to get onto and off the Rock.
Jersey Street/New Brighton area was largely Italian until the rot started creeping in when city built those projects.

I have a hard time seeing EYE-talians living on Jersey Street. An early April fool's joke.
