It soon will be Spring. I would recommend visiting one of the many amazing public parks in NYC. Here is a list of a few for you:
Central Park, Prospect Park, NYBG, BBG, Bryant Park, Battery Park, Washington Square Park, Chelsea Park, Paley Park, The Cloisters, Peir 45, South Cove, etc.....etc......
If it's nice out, you could try a picnic or something in the Fulton Ferry Park. It's on the Brooklyn side of the water just under the bBrooklyn and Manhattan Bridges. Great views. Jacques Torres on Water St has great chocolate and things like cookies.
A ride on the staten island ferry is always fun and cheap, provided it's not your usual commute. Bring a bike and bike around the island once you get there. Go to Snug Harbor cultural center Home
Why are you asking people for date advice? You're date (the guy) should be deciding all that. It's kinda embarrasing methinks to have a female choose were to go on the date.

Sounds very much like she is a NY woman - one who is independent, resourceful and wouldn't ever think of dating a guy who wants to make all the decisions.
Actually, it's kind of embarrassing to hear your ideas about how women should behave.
The Conservatory Garden in Central Park (105th St?) is insanely gorgeous in the spring. I think the Central Park Zoo might be inexpensive, also. The penguins are adorable.
Walk through Chinatown and try new foods.
MOMA is free on Friday nights - but be prepared for the crazy line.
Improv at Upright Citizens Brigade Theater is cheap and hilarious.
