Well, I lived under communism, and my recollection is that a lot of incapable people had HIGH level jobs :-). Where would you send incapable kids, in capitalism, except into low level jobs? The objective of capitalism is to get profitable results. If somebody is incapable of complex/hard work, the only way he/she can generate profitable results is by doing easy/low level work.

The government has no authority to send anyone to any job, nor does the educational system. Who employers hire is left up to them. David Karp, high school drop out, founded Tumblr and sold it to Yahoo! for millions.
