To truly lower crime in NYC, you'd have to reimagine the city from top to bottom. You'd have to enact welfare reform (current welfare policies create incentives for not working). You'd have to address the historical barriers to employment and education for minorities. And the persecution of marginalized people would have to be seriously addressed. And you'd need to ultimately privatized NYCHA. Now that the city is using private investment and management companies to renovate NYCHA buildings, they should give residents shares in the building and turn them into co-ops. That way residents would either keep their apartments or cash out and sell them, and the city would get property taxes from those that stay and the real estate transfer taxes for those that want to leave.

The entire system in the city was set up to disenfranchise HUGE percentages of the city. All the infrastructure set up deliberately to marginalize certain groups of people would have to UNDONE long before you talk about everyone having the opportunity to make money. Huge problems in the housing market have to dealt with too. NYCHA apartments often have lead and other contamination issues that could severely and permanently damage the health of it's residents. That has to be dealt with too, or else you're condemning huge parts of the city to major health issues (and depriving them of the ability to work).
Completely not understanding how the city was set up. Robert Moses, after a bad hurricane in the 1930s, deliberately removed Blacks from certain parts of Manhattan and put them in housing projects in places like the Rockaways and other places prone to flooding. (That's why LES has a lot of project in flood prone area as well).
That's just one example of how certain groups have severely been marginalized. For everyone to have an opportunity to make money, persecution and discrimination would have to end, and people would have to seriously work towards destroying all the barriers put in place to disenfranchise people.
Pierrepont, an Italian guy, shows a lot more knowledge in the overall persecution of Blacks than you display.

He was talking about an ends, but you're talking about a means and the mechanisms and history behind what prevents that end. There doesn't have to be a mutual exclusion on what you've both said.
