Plenty of younger generation leave. Last time I was in Cleveland a random white lady told me her kids move to Boston and how she was willing to help my wife and I find jobs in Cleveland if we decided to leave NYC. I was amazed with the hospitality, given how obsessive NYC is about race and social status I find myself jaded by city life (everything is a competition).

I would prefer to raise my kids in Cleveland, because I feel they would assimilate to American values a lot better than NYC.
