its a shame. Most of the people living in the projects are good people. It's just the few rotten apples who cause most of the trouble.

I grew up in what I think might still be a tame PJ and it's true..but it's true about bad apples in a bunch anywhere you go...this woman sounds like issues galore, really..

I've walked through the grounds of Amsterdam Houses any number of times -- always during the day -- and never encountered anything more dangerous than a blank stare.
I don't think AH is typical of the projects, but it is a project nonetheless.
I suspect that OP's friend might have what might be termed a phobia -- an irrational fear. I hope someone can help her conquer it. It's affecting her quality of life.

ETA: There's a difference between caution and prudence on the one hand, and panic that does not allow you to pass within several blocks of a place. I would hate to be as limited in my comings and goings to the extent that OP's friend seems to be.

There's a difference between reasonable caution and prudence on the one hand, and panic that does not allow you to pass within several blocks of a place. I hope most of us exercise the former most of the time. I would hate to be as limited in my comings and goings to the extent that OP's friend seems to be.
Since OP's friend is a longtime NYC resident, she must be aware of the projects right across the street from Lincoln Center. Does she ever go to the Met or Avery Fisher Hall? Or does her fear stop her from enjoying all that LC has to offer? Wow, what a shame that would be!

One time we were walking past one and she almost started to hyperventilate. So my question is, are a lot of people as afraid of these buildings as she is? From what I hear the ones in Manhattan don't even compare to the ones in the outer boroughs in terms of safety.

so im curious, is she scared of the buildings or scared of the people in the buildings or scared of what she thinks the people in the buildings might do to her?
before you laugh, batophobia is real and its the unnatural fear of buildings or tall buildings. since many of the PJs in the city are taller than the usually 6 story pjs in the outer boros. maybe she has a real medical condition, and is not just worried about getting robbed.
Of course, if that was the case, manhattan is probably one of the worst places in the world for her to live. Maybe shes just scared of ugly big brown federally owned buildings?

What? the projects in Manhattan are not taller than ones in the outer boroughs. Where did you get that from?
I have never seen 6 story projects either. The ones closest to me are huge...16 stories (Sedegwick houses)....and the claremont projects range from 16-24 stories...and this is the Bronx.

i guess its misleading for me to lump in all the outer boros, since the bronx has HUGE PJs, but at least some of pjs in brooklyn and most/all of staten island are all 6-8 floors.
some i know for sure are
nostrand houses 6 floors
gravesend houses 7 floors
armstrong houses has 3, 6 and 7 floors
Borinquen houses, 7 floors
Marlboro houses, 7 floors and 14 floors
anything in SI, 6 or 7 floors
So, yes, there are quite a few of projects that are not all towering buildings. Theres a stark difference from what i see daily in brooklyn, and the towers i see daily in manhattan. ( i rarely if ever go to the bronx or queens)
