It's not culture. Miss too many days from your job and you might not have a job. Then how does your rent get paid? You might be out on the street. Now if you're about to pass out you cannot work period, but people who get frequent colds cannot take time off every time they cough.
Since you cannot control what your coworkers do, take your flu shots and if you still get sick get your doctors to prescribe antivirals for your flu.
