Are DSNY employees allowed to move/live in NJ?

Based on a quick Google search: No.

Residency has been expanded to other parts of NY outside of the city boroughs but NJ is still a NOPE.

Depends on your title. If there is a massive list there is most likely a residency requirement. If they are scrambling for people to fill a title, there may not be a residency requirement.
