Food stamps will be out of money next month. Federal Section 8 money had run out now, but the city will cover the difference until savings run out in March or April.

So expect homelessness, panhandling, and perhaps theft to rise if this lasts for many months.

Absolute possibility.
Federal Workers are not the only group that will keep suffering.
Impoverished people living on government housing,medical and food assistance are in the cross hairs.
Insurances are in place to protect for dire emergencies but that funding is very limited in New York.
After 30 days of continued government shutdown the President can make inquiries to streamline waste
which may eventually lead to bureaucratic layoffs as well. There are many working and residing in New York.
The government shutdown will hurt many many people.

I have friends who are contractors for the court systems, and they are as good as unemployed. Certain permanent full time government workers are able to take out I.O.U's from their banks, but not the contractors. They are very worried about paying rent next month.

Now if landlords cannot get their tenants Section 8 money, will we see them set buildings on fire like in the 70s?

I see the city after this is ultimately over potentially trying to do what it can to get rid of poor people. The liability if federal funds are not there are enormous.

I certainly don't wish ill will on anyone but my neighbor is getting his rent paid, no clue if section 8 (definitely some sort of welfare) or what but considering that he has been a nuisance (smoking marijuana and playing loud music among others) since I have been there, if he had to leave I would not be sad. He is more than capable of working.

I doubt it, but what might happen is the powers that be will recognize to just what extent NY's future survival is dependent on having a healthy balance of have and have-a-lots to help out the have-nots. All this anti-gentrification nonsense is actually going to hurt the poor more than anyone.
