This is horrible. And he's right - the problem is lack of housing and lack of mental health care (including lack of inpatient psychiatric beds). When the public mental health hospitals were shut down, the streets became home for the mentally ill, and the prisons became their treatment centers/psychiatric hospitals.

The problem is, the pendulum is swinging in the opposite direction now. Yes, the inmate population at Rikers is down to 1/3 of what it was under Giuliani. But the crime rate is rising in NYC again, especially on the subways.

But I thought the mayor's wife spent $850 million to treat mental illness. For that much money, there shouldn't so many mentally ill people out on the streets.

Well let's be precise here, she spent $850M on bottom of the barrel pyschiatrists from the hood that couldn't get jobs otherwise and paid them over 300K each. The patients are a minor consideration here

Yo, Rikers is a public NYC facility - there is zero profit here and actually a giant super massive black hole money pit

You're getting confused with State prisons down south that are private company run and make profits per prisoner
