It's more likely that Cuomo wants to speed up the work and cut corners if necessary to avoid public perception that he's not doing anything to improve subway track work. He stepped in and forced the MTA to re-open the L train line because of public scrutiny. I think there must be good reasons to close the line in order to perform the work without delays. If they keep the track open and do the work only on weekends it may take much longer and possibly not repair the track correctly.

I never like having chief executives step in on operation issues because usually they lack the knowledge to make the right judgement and usually end up delaying or messing up the project due to lack of understanding of technicality.
