My TOEFL happened about 35 years ago, but my recollection of it is that it was not something for which you could get tutored (particularly not in 3 weeks). When I took it, it was almost entirely a test of listening comprehension. They would play you clips of conversations at rapid speed (and often obscured by environmental sounds or regional American accents), and then you had to answer some questions about conversations that you just heard. It was a rapid-fire test, there was no time to even think about the answers, and you absolutely had to understand what was being said. If you cannot understand American speech, there is no way to get tutored for it. I think the best tutoring for TOEFL is probably listening to talk shows on the radio.

It took me personally about 9 months in the US to become completely comfortable with understanding everything - about the same time when I started thinking in English. But I did take and pass TOEFL the same month I arrived in the US, so you are probably okay. Anyway, I don't think there is any way to prepare for TOEFL (they do not test you on any factual knowledge), you just have to speak the language somewhat reasonably, and have an ear for the accent.

I suggest the OP purchase a new edition TOEFL study book which has sample exams (with answers) of the current format and then do a self study to prepare.

There are a bunch listed on Yelp. Most don't have very many reviews, so proceed with caution.

Also not all the ones listed in the link do TOEFL tutoring, but some do. You have to read through.
