NYC doesn't know that in the long run rent control laws hurts tax revenue. Eventually foreclosures and lawsuits will erode tax revenue. Landlords that are getting squeezed will just start playing the scumlord then take what they can and leave.

In June the Supreme Court overturned prior precedent that required a litigant suing under a federal 'takings' claim to exhaust all their remedies in State Court - Under new case Knick v Scott Township, landowners can bring case directly to federal court. I think the main impact here is that it will get to SCOTUS faster. Remember that Federal judges are not under the same political pressure that NYS judges are.

'Chief Justice John Roberts wrote the majority opinion, writing that "A property owner has an actionable Fifth Amendment takings claim when the government takes his property without paying for it." Maybe you should look up how well the city ran PROPERTIES they took from landlords from 70s and 80s!
