The black-out was intentional, Con-Ed shuts down power purposely to lower power consumption while Manhattan most empty offices still have lights and everything running.

Not providing power has them not collecting a penny from that area ....I highly doubt that is going to be anywhere near the truth

Some of the blackouts were intentional (parts of B'klyn). Con Ed admitted as much but they're saying it is triage. An effort to prevent it from spreading; leaving more customers w/o electricity.
