So I work in Manhattan, but recently moved out to Westchester. I still own the property in Manhattan though and rent it out.

What does that mean for NYC withholding taxes? Should I continue to withhold or not since I am not a 'resident' anymore?

I am 80% certain that you do not owe NYC personal income tax if you reside in Westchester more than 183 days in any year.

Keep good records, like your monthly Westchester ultility bills and your voting registration and driver's license.
