Tenants mush hire their own garbage disposal personnel. In other words the Landlord does not need to provide trash and recycling bins, and the city does not provide sanitation. Everyone including tenants must pay and do their own disposal.

Tenant can pay landlord to take care of garbage but landlord can charge day to day if they want. City will only provide and maintain recycling centers and disposal sites.

Tenant can either hire someone or dump the garbage at disposal/recycling centers themselves.

Thanks but they finally did come about 8pm. That was very unusual as collections are always during the day unless there was a holiday or a snow event. Maybe they were short staffed on Monday or maybe they just forgot. The 311 system is good and bad. Everything has to go through them and you can't report a missed collection or inquire about one until 8am the next day. Before 311, you used to be able to call the sanitation garage and ask them. It was much less formal, no complaint number, you would just ask them about the collection and if they missed one they would sent another truck.
