Thank god I rarely ever have to drive into Manhattan anymore! When I do, it is usually in a tax-payer funded vehicle.

Given the wide range of exemptions I'm guessing delivery services like UPS or Fresh Direct will pay nothing or benefit from discounted business rates. Stop & Shop delivery already offers discounts for accepting grocery drop windows outside of rush hour, this will likely become the norm once congestion pricing hits. Seamless, Capsule, and other cyclists riding delivery apps won't have any extra costs to pass on.

How to avoid the Congestion Pricing "tax"...Keep your car OUT of Manhattan, better yet, give it to Kars for Kids (at least to shut them up.)

More empty stores. More tourists walking all over looking at empty stores. Less and less reason for people to come into the city.
I take the train to manhattan every day. If you think I want to take the train again on a weekend to go visit a park or a museum you must be dreaming. There are plenty of beautiful places to visit outside manhattan. Family oriented places. Nature. Sites. Etc.
