By NYS law those living in shelters are supposed to save a portion of income which will go towards funding permanent housing. NYC had an exemption, until now....

Note, we're talking about "earned" income as declared for tax and other purposes.

That lets out no small number of illegals, and or even so called "homeless" that know how to work a system to get their taste.

You think *homeless* are declaring money they get from panhandling, collecting recyclables, etc...? Don't look at me like that; if people only know how much is raked in from just those two alone.

When the "spitting lady" of UES was finally arrested she had $20 Gs on her in cash.

People need not only food, water, and shelter, but entertainment. Will be hard to save 30% of what little income you get begging for change. 100% is barely enough for even the simplest of joys.

What do illegal immigrants have to do with it. , almost none of the homeless people I see are immigrants . Most homeless people are white or black Americans , immigrants come to this country and work hard .
