You should not go by whatever people say, people like to talk a lot but have not been in the hood in decades.
East Harlem is way, way safer than before, but it is still a bit sketchy.

go by crime statistics, and get opinions from people that live there. In nYC people loves to ditch other hoods and praise theirs, not opinion is unbiased.

Probably on Clinton and Rivington Sts, but I think there are others.

I'm actually not sure where the rats hang out down here anymore, I see more in midtown near my work.

I've worked in uptown manhattan and the south bronx for the past ~15 years. East Harlem will NOT be a nice neighborhood in 3years.

Yep, the tall condo, whom gave a big f**k you to city council by not including affordable housing in the building because they secured their own bag to build it so they didn’t have to do AH...

Definitely better in terms of safer than a decade ago, and definitely way more varied and better food options than a decade ago (want to make special mention of the sandwiches at Da Capo and the eats at Quechua Nostra Peruvian Food), but “safe” is really more about personal comfort and personal habits. For a good enough deal on housing, I’d have no issue living in the area bounded by Park, Lex, 103rd, and 105th as you’ve mentioned, but that’s me.
