That whoosh sound you're hearing is from various democrats making their moves and eyeballing that open congressional seat.
Again remember mayor, comptroller, a few borough BPs, and nearly entire city council are term limited out in 2021. Several have already made their moves on an other soon to retire Jose Serrano's seat.

Watching these two races is going to be interesting from a few standpoints.
Both Serrano (Puerto Rican) and Lowey (Jewish) initially were elected decades ago when city was far different place demographically. Puerto Ricans may have made up a solid part of Mr. Serrano's district back in the day, but IIRC that has changed. It still is a Latino/Hispanic area, but Dominicans and others make up largest part of that demographic IIRC.
As for Lowey, the Jewish influence on NYC politics is waning, at least outside of solid areas of Orthodox who can represent a large chunk of votes to be delivered to whatever politician local rabbi favors.
