Im not sure Cuomo has any intent to actually open the schools. Maybe he’s just making a statement that things need to be coordinated, which I think is fair. He doesn’t want schools closed and businesses open—doesn’t make sense.
Also he’s in the mode of doing what he wants to keep NY safe, but also not pissing off trump too badly. And Trump most likely wants things up and going again. So even if Cuomo in the end decides not to open the schools, this is way of saying, let’s consider all the options (buying time).
This is some sort of legal issue. NYC DOE was always separate from the NYS system.
NYC teachers have a license that is separate from NYS teacher certification.
Once upon a time, high school students took citywide exit exams that looked like the state regents exams, but were in addition to the regents exams. If you lived outside of NYC, students didn't take those exams.
There are different agencies that regulate the preschools, NYC vs. NYS.

Exactly. And teachers were officially notified of the decision this morning via emails from the DOE and the UFT so this could get very interesting.
DeBlasio feels guilty about all the people he killed by not shutting down the schools early enough in the first place so he is tying to overcompensate and Cuomo just can't stand any cracks in his authoritarian "I am the decider in chief" pandemic road show.

Here are some admittedly unscientific calculations I worked out. I got the number of residential blocks in each borough from NYC land use databases. Then I divided the number of cases in each borough by the number of residential blocks to get a rough average of cases (on 4/11/20) per block by borough.
Interesting statistics, though I feel going neighborhood by neighborhood would give us a more informative view of what's going on. I'm sure Corona and Elmhurst will vary widely from Glen Oaks and Mill Basin.

No, it isn't. Landlords have been pocketing the profit from tenants during the time preceding COVID-19. It's a travesty that now that tenants cannot pay the rent due to reasons BEYOND THEIR CONTROL, landlords are more concerned about the money than the tenants. Tenants did not cause themselves to be unemployed, they did not shut the economy down, the govt did. If anything, LL should take it up with the gov't. Appeal to the govt for missed rent payments. Meanwhile, people should not be thrown out in the street - especially if they'd been paying their rent before this pandemic hit town.

That’s nice, but what’s the point? There are thousands and thousands of uncounted cases in the city. So it’s almost like the numbers are pulled out of thin air.
Maybe use numbers of those hospitalized and it could get more interesting.
A relative of mine got it even though most pharmacies won’t fill it due to Cuomo’s politics.
That's terrible! I've read different sources and many doctors, here and abroad, have said that it's been very effective in treating their COVID-19 patients.
When I see decisions like Cuomo's against this medication, it's as baffling to me as when the Surgeon General and the MSM, prior to last week, were telling the public "NOT to wear masks", that "there was no reason to wear masks as they won't help", and that wearing "masks would actually cause you to get sick". I am not a conspiracy theorist but things like that makes it appear as if there are individuals on the front line who who want more people to get sick and die.
