There's an amazing tower proposed for 53 st (on the empty lot right next to the MoMA) that would be one of the tallest in the city. However, the Community Board (whose vote is only advisory) voted unanimously against it because....it's out of scale with the neighborhood.

Have you seen all the construction going on in Manhattan these days? So much scaffolding you barely need an umbrella in the rain except to cross the street.
I think the OP is refering to superstructures!!! Manhatten is constantly building buildings 800 - 1,000 feet tall. However, none taller than that other than the Freedom Tower appear to be going up.
New York is so dense that a new building has to be truly enormous to get noticed. A 50 storey building in almost any other city in the country would dramatically alter the skyline. Here, not so much.
