Based on 2006 US Census data, the most recent poverty data available, Bronx county comes in 3rd in the list of Ten of the Highest Poverty-Rate Counties with 250,000 or more people. Brooklyn comes in 7th place.
1. Hidalgo County, TX 36.9% in poverty
2. Cameron County, TX 35.9%
3. Bronx County, NY 29.1%
7. Kings County, NY 22.6%
If you combine this list with the list for counties with a population of 65,000 to 249,999 people and make a total counties list, Bronx county comes in 10th place. Meaning there are 9 counties in the U.S. with a higher poverty rate. The poverty rate decreased .1%, it was 29.2% in 2005. There is a lot of poverty, but at least its in decline and we were not the only borough that made the list!

Yeah true but then you have the Edenwald, Gun Hill, Baychester and Boston Secor houses spread throughout the north-east Bronx.
Edenwald itself is the biggest NYCHA complex in the Bronx.

Now for poverty by Congressional district. Unfortunately, based on 2006 data, 109th Congressional District Demographic Rankings Table by Proximity, the Bronx has the poorest congressional district.
1.NY 16 - 40.84% poverty, (per wikipedia, includes Bedford Park, East Tremont , Fordham, Hunts Point, Melrose, Morrisania, Mott Haven and University Heights. )
2. PA 01 - 30.65%
3. TX 25 - 30.63%
4. MI 13 - 30.35%
5. TX 15 - 30.29%
6. CA 20 - 30.24%
7. MS 02 - 28.85%
8. TX 27 - 28.44%
9. NY 15 - 27.79% poverty (per Wikipedia, includes Harlem, Inwood, Marble Hill, Spanish Harlem, Washington Heights, Morningside Heights and portions of the Upper West Side.
10. NY 10 - 27.54% poverty (per Wikipedia, includes Bedford-Stuyvesant, Brooklyn Heights, Brownsville, Canarsie, East New York and Ocean Hill, as well as parts of Fort Greene and Williamsburg. )
On the bright side, NY's 16th Congressional District's poverty decreased by 1.33% since 2000.  Also, as you can see from the list, other NYC districts made the top 10 poor list.

Well here's the thing, the topic of the thread is about ghettos in NYC, so obviously crime and poverty are going to be brought up. Especially when it's about the Bronx.

Bt wait...that means that those areas are poorer than the Appalachias?

There are so many variables at work here that it's really difficult to make accurate comparisons between areas. Congressional districts vs. counties / urban vs. rural, etc.
In terms of absolute numbers, the Bronx definitely ranks very high on the list of population living in poverty. However, in terms of percentage, other areas are much higher.
Apples and oranges, folks.
