It will never happen, its a bit like asking "why doesn't NYC have great punk and new wave musicians like it did in the 70s". The whole genre of "gangsta rap" is dead, it was borne out of the crack epidemic and the resulting crime. Rap has pretty much completely converged with pop. Think about how there's also pretty much no R&B on the radio anymore like there was in the 90s. Popular black singers like Beyonce and Rihanna don't really make music any different from popular white singers like Katy Perry and Kesha.
....if you'd listen to any of these videos you'd realize the people here are talking about backpack rappers not gangsta rap.
Moreover, gangsta rap is not dead lol like seriously look whats happening in chi-town lol. Listen closely and you'll realize most mainstream rap today IS gangsta rap. Smacking hoes, big cars, blowing money, OGs (dressing in suits)....where do you think that comes from?
Just cause you don't hear, "listen to my 9 millimeter go bang!" Doesn't mean they are not talking about the life. Nowadays, drug and gang references are more subtle. Most rappers today still glorify thug life or talk about the the problems in the ghetto (Cash Money ALWAYS has to make a reference to Bloods). Anyway, the funny thing is that most black people do think rap today is trash, hence why they don't buy their CDs. They cater to white brats who think it's cool to be black, hence why mostly white people buy their CDs. The only music black people listen to is music that they can actually relate to and it doesn't have a color.
Now so you understand the distinct differences of rap that's popular today:
Underground (backpack rap or any rap that has a meaning)
Message about usually social economic inequality.
Gangsta rap
Violent message involved.
Mainstream (I actually think this is good)
Complete garbage-simplistic-fake, but fun to listen.

This contemporary genre puts more emphasis on the street element rather than the rhymes themselves. In other words, they glorify it. Back then, it was more about shedding the light on reality and mixing it with dope rhymes and nice beats.

mafioso rap was 100% fairy tales glorify a criminal subculture. However, we give it a pass because it was the 90s. Rick Ross does the same thing now and gets criticized for it.

In the late 80's and early-mid 90's the rappers were giving you good amount of "ghetto reality reporting" and cautionary tales to go along with the street glorification so it was looked at in a more balanced perspective.
