I can say that the massive drops in crime make the areas MORE desirable, not less. And as a result, the neighborhoods are able to deal with a heck of alot of other issues besides just crime, and that is what you are seeing happening today.
The borough was rife with crime, so everything else took a backseat. Today you see greening flourishing, thanks to the drops in crime. We can now focus on trees, parks, bike lanes, innovations like green rooves and green housing, stopping a jail from being built, etc. The areas are now MORE desirable than they have been in the past 25 years at least, and they are now moving forward.
Or you can just say "nothing has changed" and you would be wrong.
