I don't think its exclusively an NYC thing. Women can be like that in the workplace with each other. I don't know why...
Maybe your just a little paranoid, or maybe you come off as too distant (people might intepret this as snobbyness). People here pick up on that, and they usually don't like it...

If you don't mind Brooklyn then Greenwood Heights/Sunset Park may be a good fit. Also, Prospect Heights may work for you. In Queens, probably Astoria, Forest Hills, parts of Kew Gardens or Briarwood.

Jackson Heights or Astoria, both in Queens. As a white person of Latin heritage I feel perfectly safe walking around in both of them. Nevermind the fact that I am fluent in Spanish, I don't feel the need to use much of it (most Latin Americans tend to speak at least some English, anyways), especially in Astoria. If you want to live in a neighborhood with Latin flavor and don't want to "stick out" due to your appearance, I would really suggest the two places I have mentioned, especially Jackson Heights. There are plenty of white (and light-skinned mixed-race) Latin Americans from Colombia, Argentina, Venezuela, and Mexico who live in that neighborhood.... it's a different dynamic from (largely black) Dominican neighborhoods or (largely mulatto) Puerto Rican neighborhoods. There are some decent neighborhoods with a heavy concentration of Puerto Ricans in the Bronx and even in Brooklyn, but I think that if you are concerned about safety and want proximity to Manhattan, I would go with Astoria or Jackson Heights. A second recommendation would be for Carroll Gardens, Brooklyn. Quite a lot of Hispanic people live there and it is a GREAT neighborhood with shopping/dining (albeit only one subway line, the F) near to where I live. The overwhelming majority of people in Carroll Gardens seem to speak English fluently or quite well, so no worries about that there. Though the neighborhood has been regarded as expensive, you can get a beautiful 1 bedroom for under $2000/mo. Let me know if you need anymore advice or recommendations!

^^ My vote would be for Manhattan. Diverse selection of ladies from which to choose, many of them with plenty of $$$$$$ to spend on taking care of themselves.

Not in all black/Hispanic neighborhoods. I would have to venture a guess that it happens a hell of a lot more in lower income neighborhoods than in middle/upper income places populated by those groups.

How old are you? There's no photo in your profile so I can't tell. My profile pic was taken over two years ago (right before I turned 21). LOL but yeah I don't exactly look high school-aged.
