In general it is ok, but still kind of rough around there. There is a luxury condo complex The Langston. If you are renting one of those condos you will be fine. Otherwise you have to take it block by block, and building by building. There is a Starbucks, Duane Read, a couple of banks and Pathmark on W 145. Also a new Dunkin Donuts on W 145th and St Nicholas. I have seen quite a few hipsters coming out of buildings that I wouldn't live in, so it is probably ok.
If your concerned about safety, maybe you should look into Morningside Heights (I know its part of Harlem, but its generally a lot safer), Wash Heights, or Inwood. Same general area and the rents are pretty similar.
Personally I don't consider the bulk of West Harlem to be dangerous (most blocks are safe, and there a few bad ones sandwiched here and there). Some parts in East Harlem can be shady, but honestly this specific area is being heavily invested in and I haven't really been around there much of late, so I'm guessing it has gotten a lot better.
