I had a hunch that you weren't just opening random mail w/o an okay, and that you were forced into major crisis mode (since at some point, unpaid utilities get their plugs pulled).
Small Claims Court filing is just $15-$20, and it's worth the effort to get $ back, do something (instead of stewing and feeling stuck), and keep him from slinking off.

Yep, but everything's in my name now and going smoothly .Thanks for the advice guys, I hope I never get in another situation like that.
