is the area monroe ave between Topping ave and E Mount Eden ave safe?
Safe as far as what, exactly? IN my opinion, not so much. That vicinity is pretty hot. If you are visiting someone or have a clear destination (i.e., not loitering or drugs), you'll be ok. However, I live in the South Bronx and would not feel so safe living around there.

My mother wants to move there. I have visit that area where that huge park is located and it looks really ugly. I went around 6:00 pm so i wouldnt know if its safe or not.

The park is a notoriously bad park, Crotona Park. The neighborhood is called Concourse, which isn't a very safe hood. To make matters worse, you are very close to Morrisania and the Claremont Village projects. I dont see the attraction in moving to that area, besides cheap rent. But is it safe? No, its the hood.

Correction, Monroe Av is in Mount Eden/Mount Hope and the park is Claremont Park, not Crotona.
Monroe Avenue is not too good during the after school, late night, and weekend hours. Many of the kids are zoned to the overcrowded PS 70 on 174th and Weeks which has over 1200 students. The middle school, Diana Sands MS, is down the hill from Claremont Park on Webster Av across from McDonalds. Plus, Taft HS is nearby, so expect many teenagers hanging around Claremont Park after school.
In Claremont Park, there's your usual shady characters from the schools and the projects.
As for transportation, you have the Bx36 on Tremont taking you to Washington Heights. Then there's the Bx1/2 and the B/D subway lines up the hill on the Concourse. If you don't want the subway, the Bx32 is at Morris and 174th St.

The park is actually Claremont Park (hence, Claremont Village). Crotona Parks is on the other side near Fulton Ave. But, yes, I agree.
