From what I remember Elmira Heights is not a bad place, but the best times have already passed by. It's a bit of a stagnant community with an old (though affordable) housing stock. Not sure how good the schools are, but I think they're better than the ones in Elmira itself. Taxes in New York State are generally high, and I don't think the Elmira area (Chemung county) would be any different. I know a new interstate is being built along old Route 17, and this may help some, but the area has been experiencing job loss and population loss for a while now. My brother use to work in a factory near Elmira Heights and that closed down last year. I guess overall, the area is affordable, but a bit depressing.
