Is there a particular reason for asking this question? It can and will be divisive and has already been asked in numerous ways before.

And, btw, for accuracy sake, the 5 boroughs (spelled BOROUGH) are Manhattan, Queens, Brooklyn, the Bronx, and Staten Island, aka Richmond.

Harlem is in Manhattan.

Long Island is attached to but not part of the City of New York1

Yeah, I don't understand what this question is about, specially given the messed-up conception the author has of our city's boroughs.

Harlem is not a Borough first of all.

Second of all what do you mean by best? You mean safest or most exciting. Well since most boroughs as a whole are not dangerous I would say listed as most exciting:

Manhattan
Brooklyn
Bronx
Queens
Staten Island

Staten Island in my opinion is a whole seperate city. Hudson County,NJ is more of a borough than SI. And the same with the Bronx. When you are there it seems like a very seperate city. Well just too me.

Truly what is the point of asking this question? If you are curious about the NYC area would you not want to find out what borough is the best? I mean in the end everyone has their opinion so you might hear all five boroughs get mentioned. What do you expect to get out of this? This question will not help you in any way.

As far as convenience to the rest of the city, Staten island probably comes last in that category. Real hard to get around the rest of the city on Staten island. Driving is pure hell if you want to drive to other boroughs (not so much Brooklyn, but still not too nice of a drive).

Driving to the outerboroughs is awful. Especially going over the Queens Borough Bridge into Queens. Terrible.
