Trump would possibly work out for you. I don't think you'd care for Washington Heights.
The usual fee is 15% of the year's rent...Yes, it's a LOT!

Trump is a great complex and definitely has 3BRs under $10k, not much under, but you can find a place in your range there. Plus, it's a very nice neighborhood on the UWS, not much to dislike in the area.

Here is the current Trump price sheet. It is an Equity Residential property so they have onsite leasing. The B 3BR is $9900, and the A is $12k.
