Astoria
Jackson Heights
Elmhurst/Woodside/Sunnyside
Rego Park
Forest Hills meets the first 3 criteria but not the last.

Look like the OP is looking for the "perfect" neighborhood where birds chirp all day and the grass is always greener.
Sorry for the comment, but chances are if you want the first 3, then your not going to get the last. Astoria is nice, but not as safe as it used to be and is still pretty expensive IMO, but not sure how their schools are. Even in Forest Hills, nice and safe neighborhood, but their schools are not that great and is too expensive.

Hasn't Astoria actually gotten safer. It was pretty rough in the 70's and 80's from what I hear.

Forest Hills is really not that expensive, relatively speaking, except for the Gardens section which is practically its own entity. Pricewise, it's comparable to Astoria now.
The schools are fine, too. I went to them.

My family four years ago was actually looking at a three bedroom for like 1400 in Forest Hills... but then again, that was in the "practically Glendale" section, on sybilla st.

Today $1400 will just barely get you a decent studio in Forest Hills. If you're lucky, maybe a small 1 bedroom.
