yes, emergency room is only for emergency.
Some people use the emergency room for the common cold, and making things worst for the hospital. That is why hospital now have triage

Thanks for the info. I've just had to drop my health insurance due to $$$$$. I've wondered, what will I do in a non-emergency but urgent situation?

If you go to a city hospital, they will bill you according to your income. They will treat you regardless of your ability to pay. Of course the wait-times may be long.
They can also help you to apply for low-cost health insurance.

Bellevue is a big city owed hospital! It is a teaching facility. It has a very big out-patient clinic as well as in-patient units. Bellevue has one of the best Trauma Center in the City of New York! They also have a Transplant Center! I remember my patient had a massive GI bleeding in the ICU, and we attempted to transfer him to Bellevue or Kings County Hospital; so he had a better chance to live than just dying in our ICU. Bellevue is good, but you have to make an appointment before you can see a doctor in a clinic...Sometimes you have to wait 2 weeks before you even have a chance to do so. Elmhurst Hospital is another city owed hospital. It is located in Elmhurst, Queens.

Just about all the city hospitals have walk-in clinics for those who don't need an ER, but are ill. And you will get a bill.

Call 311 to get the number for the Department of Health then call the DOH and ask for a list of low cost clinics. I know of some in the Bronx (my hood) but you are looking for one in Manhattan and I don't know of any in the city. Most of these places require you to pre-register and require proof of income so that you will be charged on a sliding scale fee basis. If your income is low enough you may qualify for Medicaid and someone at the clinic will help you to apply for it. Good luck!
