I may be wrong, but the last time I saw the list for NYC open was around March of last year. There was an ad in either the Post or Daily News.
Check those papers as sometimes they have applications for apartments with some for low income. I forgot the website (Hud?) that also has a list of developments with apartments available or soon becoming. Good luck!

yeah thanks for the information. I work in the bronx so i cant move to poughkeepsie new york. However i did go to a site HPD - Apartment Seekers - Current Housing Lotteries it pretty much gives you all the information. Like how to get application and the process, however I do not fit in the income requirement for 1 person on application and make too much if my boyfriend was on lease too. So I still applied for projects and the income is great for that... go figure. If anyone knows of anymore place i can check out then let me know. write back . (smile) thanks .

well honestly... the projects are the projects. I live in the bronx and according to sqeezeboxgal forum on pervious conversations on projects I live in one of the worst projects in the bronx according 1 person that posted. and to me its a wonderful looking neiborhood. Yeah there is some shootings and i work nights. on anyday of the week, everyday pretty much i come home 2,3,4 something in the morning and its quiet. I also lived in lincoln projects in harlem. and i feel like the one im in now have more stores around me to shop. I mind my business i come and go to work and thats it. was never robed in any project yet... thank god. and hopefully the next one i'll go into would give me the same feeling as the one im currently in.

Section 8 is currently available to emergency applicants. And to find out what projects are good, you first have to apply and see what they offer you based on your borough of choice and auxiliary borough.

Depending on their policy, the wait list for Section 8 in a town that you do *not* live in might be indefinite. Sometimes they give priority to local applicants. Plus, if you get a voucher for a town that you do not live in, generally you have to live there for at least a year before porting it someplace else.
And in general, priority is given to low income families with children, the elderly, and the disabled. As far as I know, it's rare to receive a voucher if you're not under one of those circumstances, especially in a big metropolitan area, where the wait lists for vouchers are often either closed or +5 years.
Yes there are the NYCHA projects and other projects. The HPD site probably has info for many of the non NYCHA places. Check the HUD website too, and check the NY state website: http://www.dhcr.state.ny.us/

You can also apply for section 8, and if you receive it, it is transferable anywhere in the country. Have you ever considered transferring your voucher to a better location where you can live a much better quality of life for you and your family, instead of living in crime ridden housing projects? You can rent a home in a good neighborhood, good schools, safe streets, clean air, and provide a better life for yourself and family. I know many people who are doing very well after they transferred their section 8 voucher to Pennsylvania, Florida, Atlanta, NC, etc....they start over and $10 an hour jobs provide a good lifestyle. Either way good luck to you, but if you do get a section 8 voucher, give some thought to transferring it outside of the metropolitan area...you have nothing to lose and everything to gain.
