Default Places to live, attending CCNY

Hello all,
I am thinking of moving to the City and attending CUNY The City College, and so where would the best bet to look for an apartment/house to rent?
Upper Manhattan (Harlem, Inwood etc.)? Queens? Brooklyn?
I'm planning on splitting an apartment with 2 others, so a 2 bedroom or more would be nice, around $1,300 a month total rent ($500/person), in a safe part of town with a not too terrible commute to CCNY (Under an hour if possible, but I'll deal with longer if needed)
Also, I've heard varying numbers on utilities (understandable, as they vary) but what would nat. gas, electric, and internet cost?

Fir a 2 bedroom @ $1,300 you may need to check out areas in the Bronx.
