Why Chinatown? Apartments down there are very hard to find. You have to know someone; they're rarely advertised. You might be able to find something on the edge (which is probably the Lower East Side rather than Chinatown proper).

I don't think that fluency in the language is a prerequisite to live there? Just learn a few phrases like "Nee how ma," select a good agent in the area, and take a look for yourself, OP.
