According to the Jersey Gardens Web site ( Welcome to Jersey Gardens Directions) there is a bus from the Port Authority (which is at 42nd and Eighth Ave.). That's probably your best bet. It can be hard getting a cab from Manhattan to Jersey. Some cabbies won't go at all because they can't pick up a return fare. Even if you find one who will go, he'll probably get lost or at least take a long time getting there. Depending on the time of day, traffic through the tunnel can be brutal. If you're in a metered taxi it can get expensive.
If you don't want to take the bus you should take a car service. It'll be a little more expensive, but you can ask for a driver who knows Jersey.

It's a MALL! Here is the webpage with directions: Welcome to Jersey Gardens Directions
You're best off taking mass transit: many taxis won't take you there because they can't find a fare back to NYC.

clohotbabe: Take the downtown 4/5/6 trains from 59th St. and Lexington Av. to Grand Central Station and take either the 42nd St. Shuttle or the 7 train to Times Square. Follow the signs leading to the A/C/E trains. Eventually it'll state the exit for the bus terminal.

I don't mean to disparage your tastes, but it is a little odd to stay in Manhattan to go to a mall in Jersey. That's pretty much the anti-Manhattan experience.
Have you heard of Century 21 ( http://www.c21stores.com/)? It's a huge discount store in the Financial District. My friend describes it as "the TX Maxx of couture." They have a lot of high-end clothing at deep discounts.
If you're looking for clothes, it's another option. Have fun.

I agree with TPK. Also, if you are looking for the outlet shopping experience, Jersey Gardens has the virtue of being quite close, but looking at that website it is an ecclectic group of stores. There are also bus trips from Manhattan to larger and more diverse outlets (less than 90 minutes away) at Woodbury Commons in Westchester Woodbury Common Premium Outlets - Directions & Transportation and Tanger Outlets on Long Island Tanger Outlets Centers

You can take NJ Transit from Penn Station to Elizabeth and then take a cab or a bus.
The other option is to take the PATH train from 34th street into Newark and then take the bus from there.
