Are there any urban areas in SI that arn't like the suburban boring areas of SI? Also are these areas cheap at all?

What makes Staten Island attractive is that it is a suburb that is relatively close to urban Manhattan and Brooklyn.

Basically if you want urban, don't look for Staten Island.

There are some parts of Staten Island that are considered more urban but they are generally considered some of the worst parts of the borough.

What you basically described, you can find in Queens or the Bronx. The Bronx will be cheaper.

Staten Island is not synonymous with "urban." There's a small "downtown" area near the ferry terminal, but there's really not a lot there. Staten Island generally looks more like Union County, NJ (sans Elizabeth) than Brooklyn.

Maybe parts of the North Shore. But those parts are pretty dangerous (for Staten Island).
