Did it improve?

I heard they did away from the Board of Education, did that make a difference in improving the schools?

They have not 'done away' with the Board of Education. There has been change in how it's managed. NYC schools range from the abysmal to postiively world class. But the bad ones ARE getting better.

The system is in a bit of turmoil now as there is a hiring freeze, but it is such a large system and the neighborhoods of the 5 boros are so numerous and diverse that it can't be described in simple terms. I think a very good way of putting it is what viralmd said.

Ok. So there are no zoning rules? a person could attend a school outside of his or her neighborhood now right?

One can attend various high schools outside of his/her district.

Very few elementary schools are not zoned. Junior high starts to ease up on the restriction.

in all borough except manhattan, elemenatry and middle school are zoned by district. only district 3 (upper west side) and district 1 (lower manhattan) are zoned in manhattan for elemenatry and middle school.

From what I have seen, the NYC educational system is below par. Of course there are probably a few really good schools...but it's no wonder to me that kids are dropping out by the handful.
