At 8:17 this evening
Tonight the sun will be aligned with the East-West streets in Manhattan. Fun to see, better to photograph. This happens twice each year!

As someone from the Pacific Coast of Southern California, what does this all mean? How is it differant than other times of year?

The crosstown streets in Manhattan run East-West (more or less, not exactly). The sun aligns exactly with the crossstreets twice each year, setting right in the middle. If you stand on a wide street, such as 42nd street, you can see the sun setting right in the middle of the street. It's just a neat thing to see.
