I have been charged $500 dollars from the Co-Op management for moving out earlier this year. The management said there was a move in/out violation which I was not aware of. I moved in last year and that incurred no penalty. The Management said the violation rule was posted on the bulletin. I have no received any mails or letters from them before this. My question is, can the bulletin serve as the only and final announcement for shareholders before being assessed penalties?
