Here's my understanding of how this works. Street addresses numbers in Queens are made up of two numbers separated by a hyphen. As an example, take a house located on 26th Street halfway between 23rd and 24th Avenues.
The first number indicates the lower numbered cross street of the house. In this case, that'd be 23.
The second indicates the relative proximity to the lower numbered cross street. So the house on the block that's closest to 23rd Avenue might be 01 or 02 (depending on which side of the street it's on), the house second closest to 23rd Avenue might be 03 or 04, and so on. If your house is halfway down the block, it might be, say, 15.
That would make your address 23-15 26th Street.
